Scriptures Doctrine & Covenants Section 124

Revelation to Joseph Smith, Nauvoo, Illinois, January 19, 1841. History of the Church 4:274-86.
138 And again, I give unto you Joseph Young, Josiah Butterfield, Daniel Miles, Henry Herriman, Zera Pulsipher, Levi Hancock, James Foster, to preside over the quorum of seventies;
139 Which quorum is instituted for traveling elders to bear record of my name in all the world, wherever the traveling high council, mine apostles, shall send them to prepare a way before my face.
140 The difference between this quorum and the quorum of elders is that one is to travel continually, and the other is to preside over the churches from time to time; the one has the responsibility of presiding from time to time, and the other has no responsibility of presiding, saith the Lord your God.
Lord your God. Even so. Amen.

WILFORD WOODRUFF

He was the son of Aphek Woodruff. He was born at Farmington (now Avon), Hartford County, Connecticut, March 1, 1807. He assisted his father in the milling business in his youth, and at the age of twenty took charge of a flouring mill belonging to his aunt; this mill he operated for five years.

In 1832 he went with his eldest brother, Azmon, to Richland, Oswego County, New York, where they purchased a farm and sawmill and entered into business.

On December 31, 1833, he was baptized by Elder Zera Pulsipher.

Church History Vol 2, Chapter 35

Some of the most noted examples of (re)baptism occurred among the elders and authorities themselves. Some of the most noteworthy cases are for those sins not severe enough for excommunication, but worthy of another baptism. One example was Elder Zera Pulsipher. Elder Zera Pulsipher transcended the bounds of the Priesthood in the ordinance of sealing, for which he was cited to appear before the First Presidency of the Church, April 12, 1862. It was there voted that he be re-baptized, reconfirmed and ordained to the office of a High Priest, or go into the ranks of the Seventies. (Church Chronology, Introductory XIII)
